The journal output you provided doesn't contain any ordering cycle and
seems to be from a successful boot.
Could you enable the debug shell on tty9 (systemctl enable
debug-shell.service) [1].
This shell is started very early during boot, so you can examine the
system and actually get a journal log from such a failed boot.
Can you please provide such a journal log?
[1] Disable the service again once your done, as the login on tty9 is a
root login without password
