The call was:

dh_systemd_enable quotarpc.service

So that would explain it. However, the way I read the manpage, this call should
have worked. It says:

dh_systemd_enable [debhelper options] [--no-enable] [unit file ...]

So it talks about just using the unit file name as option. And --name is not
mentioned at all, not even in man debhelper as debhelper option. Maybe you want
to fix that.

Well there is one, but it's under my user account and thus not accessible by
anyone else. Maybe I should move it. :)
