You are right, it's missing:

$ ls /etc/systemd/system/multi-user.target.wants/
anacron.service@  remote-fs.target@  ssh.service@

I didn't do any manual configuration of any systemd files, although I
did switch back and forth between systemd and sysvinit once or twice
(just with apt-get purge and install) while I was getting used to systemd.
