update-rc.d enable|disable has support for systemd .service files and
processes the [Install] section.
It currently only handles WantedBy= though.
The other keys

Alias=
RequiredBy=
Also=

are not processed.

We should either completely support all options or not do anything and
simply call out to systemctl enable (atm this is a bit tricky because
systemctl itself calls out to update-rc.d)
