Now that the policy has been relaxed to should [1] in this case, I'm
downgrading the severity.
I don't think that we want to divert from upstream here and introduce a
Debian specific /usr/share/tmpfiles.d/ as this would counteract the
upstream efforts to unify those directories.
So I'm also marking the bug as wontfix.
