I apologize.  I write like that because I do a lot of standards work.
It's the RFC 2119 "must", and in this context I don't mean anything more
by it than that I personally consider this necessary for a satisfactory
resolution of the bug I filed.

I am certainly prepared to do at least some of the work here, but since
it involves coordinated changes to several different packages maintained
by different groups, it seems best to get agreement on a plan first.
