Yes, sorry, should have been more precise.

It checks whether or not quota has been shut down correctly (obviously this
would include a little bit of logic in systemd-quota as well) and only calls
quotacheck if it hasn't. Also it checks for newly activated quota and creates
the quota files accordingly.

There's no [2] it seems, so could you please explain what you mean with masking?
