That simply means, the call is redirected to systemctl, which in turn
calls the init script. It doesn't indicate a bug.

Can you elaborate why you think this is a bug in systemd?

What is the output of (run as root)
systemctl status netfilter-persistent.service
journalctl -u netfilter-persistent.service
