systemd/init policy draft

Hi,

I've just posted to -policy my draft of init policy:

I've tried to include basically everything from

  https://etherpad.fr/p/systemd-best-practices

as well as bits from the wiki, and conversations with various folks. I
think it's pretty good (and much better than what's currently in policy)
but I'd be surprised if there aren't bits I've missed or other improvements
to be made.
