Watchdog should be started as late as possible during the boot process and stopped as early as possible during shutdown.

Na, that's an oversight. I forgot removing it after using it for debugging.

At least it is needed for backward compatibility. That option has been there
for ages and who knows how many systems still depend on it. This close to a
release I don't want to risk breaking anything.
