Works for me.

I started with a minimal chroot without init-system-helpers or
perl/perl-modules, then installed rsyslog (without recommends) which
pulled in the new init-system-helpers and a few libraries, but nothing
much else.

It looks like deb-systemd-helper worked fine without perl/perl-modules:
I saw stuff in /var/lib/systemd/deb-systemd-helper-enabled/ coming and
going as I purged and re-installed rsyslog.
