Bug#756896: systemd: creates /var/cache/man with wrong owner/permissions

For people who look for error messages in search engines.
This bug seems to be the reason for log lines like this one:
systemd-tmpfiles[NNNNN]: Two or more conflicting lines for /var/cache/man configured, ignoring.
The following command shows those conflicting lines:
$ grep /var/cache/man /usr/lib/tmpfiles.d/*
This is the output in jessie, right now:
/usr/lib/tmpfiles.d/man-db.conf:d /var/cache/man 2755 man root 1w
/usr/lib/tmpfiles.d/systemd.conf:d /var/cache/man - - - 30d
and this is the output in unstable, where the bug is already fixed:
/usr/lib/tmpfiles.d/man-db.conf:d /var/cache/man 2755 man root 1w
