That is just a symlink to ../sysctl.conf; /etc/sysctl.conf is provided
by procps.

> net.ipv6.conf.eth0.disable_ipv6 = 1
And I'm fairly sure these are not there by default. Are you certain you
did not disable IPv6 yourself?
