sorry for the late answer, we had long weekend here.

Hmm, looks promising...

> update-rc.d samba remove
> systemctl stop samba.service

Here it hangs forever ... processes are:
23776 pts/1    S+     0:00 systemctl stop samba.service
23777 pts/1    S+     0:00 /bin/systemd-tty-ask-password-agent --watch
23778 ?        Ss     0:00 /bin/sh /etc/init.d/samba stop
23779 ?        S      0:00 /bin/sh /etc/init.d/samba-ad-dc stop
23784 ?        S      0:00 /bin/systemctl stop samba-ad-dc.service

And indeed, after killing it and all processes, and running
	/etc/init.d/samba stop
I can reboot again...

Merging this bug with the one you quoted.
