I agree that previous TC decisions don't say anything one way or the other
about whether systems should have their init systems changed on upgrade.
I think "default" is about what we install with fresh installs.  That's
consistent with the other examples you list, where we've picked a default.

However, if the systemd maintainers end up agreeing with Martin, I think
that means there is no conflict and nothing that the TC needs to rule on.
