Bug#760916: systemd: Does not start getty on first VT change after login

Hello,

Steps to reproduce:

1. have a system with no xdm & such, i.e. boots in text mode only
2. boot it, one thus gets to a login banner on VT1
3. log into VT1 (as root or whatever)
4. switch to VT2, the login banner does not show up on VT2!
5. switch to VT3, the login banner shows up on VT3
6. got back to VT2, the login banner shows up on VT2...

I have booted with systemd.log_level=debug, journal is attached,
VT1-logged-in is right after step 3. switched-to-VT2 is right after step
4. switched-to-VT3 is right after step 5.

One can see that for some reason really nothing seems to be happening at
step 4.
