Bug#762953: Bug still present in latest Sid

I’ve seen this bug today.

System drops into emergency mode for reasons that have nothing to do with this bug.  Network is active when in emergency shell.  I type root password then immediately exit, system continues to boot.  When boot is finished, network is not active.

system journal of full boot is attached.
