Bug#807456: "A stop job is running" now taking 15 instead of 1.5 minutes

Starting today "A stop job is running" now take 10 times as many minutes
than before. 10 or 15 minutes instead of 1.5 minutes. Yes the counter
says ../15 minutes.

Maybe it has something to do with linux-image-4.2.0-1-686-pae, which is
the only relevant package I installed recently.

But nobody knows, as the "A stop job is running" message doesn't give a
clue to what package makes the message.

Meaning one cannot turn off the power and leave the office until they
are through.

Or one can turn off the power and leave the office only to find ones
disks scrambled.

Nor is there any message on the screen about how to possibly abort the
thing. Even for some tiny dictionary server that hasn't stopped yet.

No, nothing changed in /etc/systemd/system.conf so perhaps it is
something in linux-image-4.2.0-1-686-pae version 4.2.6-3 interacting oddly.
