I'm pretty sure systemd delivers the start and stop request successfully
to the sysv init script.
I suspect that it's the sysv init script which doesn't properly stop or
start the xdm process.

What's the status of xdm.service before and after the systemctl restart xdm?

Why is it that all of the instruments seeking intelligent life in the
universe are pointed away from Earth?
