Sorry, this was imprecise: the file conflict is on "systemd" (as that
ships ifup at .service), the "logical" breakage is on udev (as that ships
the udev rule and helper). So you need

  Replaces: systemd (<< 228-3~)
  Breaks: systemd (<< 228-3~), udev (<< 228-3~)
