According to the systemd-fsck man page, it should not start multiple
fscks on the same rotating disk in parallel but that does not seem to
work on LVM. The fstab has the passno field to configure the fsck order
manuall but systemd-fsck ignores its value. This is a big problem
because it greatly increases the time required for fsck. And systems
with systemd tend to do a lot of unneccessary fscks because of #755722.

systemd-fsck should 

- correctly detect rotating disks with LVM
- provide a way to override the detection manually
- if it cannot detect what disks the filesystems are on (possibly
  because the stacking with md/lvm/crypto/iscsi/... is too complex),
  it should NOT start fscks in parallel.
