Dear Maintainers,
please consider backporting the fixes in upstream that make logind
work if CAP_SYS_ADMIN is not set, namely:

(These commits are part of systemd-219.)
I've attached a (tested) patch that is a backport of the commits I
linked.
Even if you don't think this is something that should go into the
release itself, please consider this for the first point release.
@Michael Biebl: as with #759001, if you are generally in favor of
this, I can ask the release team for pre-approval. If you don't want
this change in at all for 215, just close this bug.
