Can't you agree that the best way forward for jessie is to change this in 
systemd? Because

- Reboots may cause unneccessary fsck of all partitions
- fscks take much longer than necessary (systemd #778283)
- fscks cannot be interrupted (systemd #758902)

This is simply not acceptable for a Debian stable release. And it would 
require at least half a dozen packages to be changed, if not fixed in 
systemd. And even that would not fix all cases.

Once jessie is released, the correct long-term fix can be discussed in a 
more relaxed way.
