I assume this to mean that your system boots. Does systemd still try to 
fsck the non-available filesystem?

fstab(5) has:

    nofail do not report errors for this device if it does not exist.

It doesn't however say anything about (and probably shouldn't) how a 
given subsystem should treat such errors.
