emergency.service contains:
..
SendSIGHUP=yes
This was added upstream to emergency.service as part of commit [1]:
> core: optionally send SIGHUP in addition to the configured kill signal

It's unclear to me, why running dpkg -a seems to trigger this SIGHUP.
Maybe Guillem can shed some light on this.
