Systemd does throttle start attempts. See man systemd: StartLimitInterval=

Systemd does keep state of failed conditions.
If you inspect the service state, it will look like:

$ systemctl status debian-fixup.service
● debian-fixup.service - Various fixups to make systemd work better on
Debian
   Loaded: loaded (/lib/systemd/system/debian-fixup.service; static)
   Active: inactive (dead)
           start condition failed at Do 2015-01-15 22:50:13 CET; 10min ago



From my POV, the two bugs you filed are already adressed in systemd.
Please eloborate.
