As Marco already said in [1]:
"We have no plan to change this behaviour of the upstream package.
If you feel that it is inappropriate then I recommend that you discuss
this on the upstream mailing list."

This is not a downstream distro integration issue, thus should be fixed
upstream. Please file a bug at https://github.com/systemd/systemd
