Fixing udev-udeb vs. net.ifnames for Stretch Alpha 1

I've pushed the updated stretch branch and the new tag, still at:
  https://mraw.org/git/?p=systemd-debian.git

I've also manually built ppc64el on plummer.debian.org since there are
some issues on the ppc64el buildd side today; I've failed to use the
proper debsign options, so maintainers will likely get an extra ACCEPTED
mail for this reason.
