The binary has always been named /lib/systemd/systemd-fsck and hasn't
changed between v215 and v220, so I doubt this is really the issue here.
I wonder if this is the addition of /lib/systemd/systemd-fsckd, a
component which is not shipped by systemd upstream and is responsible
for fsck progress reporting.
Could you rebuild your dracut initramfs and include
/lib/systemd/systemd-fsckd
/lib/systemd/system/systemd-fsckd.socket
/lib/systemd/system/systemd-fsckd.service
and see if that makes a difference.
When you're dropped into the emergency shell, you should be able to get
a journalctl -alb dump. Please attach that to the bug report.
