Quick followup here. This regression is most likely caused by [1], where
systemd now generates a systemd-fsck-root.service in the initramfs,
which overrides the statically shipped fsck units. This generated unit
uses a hard-coded path to /usr/lib/systemd/systemd-fsck.
There was a followup fix [2], which replaces the hard-coded path.
Arto wanted to test this patch. If successful, we will cherry-pick that
commit for the next upload.
