Bug#787711: systemd-sleep only looks in /lib/systemd/system-sleep for things to run

I've added a script to tweak suspend & wakeup behaviour locally. It
only works when placed in /lib/systemd/system-sleep. systemd-sleep
should clearly look in /etc/systemd/system-sleep too for local
changes.
