Bug#789439: udev: Broken network in udev 220-7

Severity: important

With udev 220-7, after reboot network not working.
Present eth1 and renamed interfaces. Roll back to 215-18 fixed issue.
After rollback present eth1 and eth3.

Probably issue because i using sysv.
