This particular issue was just filed upstream a few hours ago :-)

At least I'm pretty sure this is the issue you're seeing.

Reverting
https://github.com/systemd/systemd/commit/64713f92528e8443b7ff2ce3ec0394920a751fb1
should provide a workaround until a proper fix has been found.
