This is known to not work. Don't restart journald for 215, as it has
no way to save its open pipes from connected services (i. e. pretty
much everything else), restart, and restore. This functionality was
added in 218 or 219 only, i. e. it can temporarily "park" its open fds
in pid 1 and get them back after restart.

This is a very intrusive change which we won't backport to 215. For
Jessie, I'm afraid the answer is "don't do that then".
