Proposal v2: enable stateless persistant network interface names

Sorry, that was an old version. We want this:

  NamePolicy=kernel database onboard mac

I. e. prefer onboard names over mac, and never use slot/path based
names for USB; the latter will hardly make a practical difference, but
it's cleaner that way.
