I think in the end there are probably two talks to be held: a
DD-oriented one and a user/sysadmin-oriented one (where DDs can be users
as well, of course). A possbile third one would be very
container-centric.
Besides what I mentioned above already, the DD-oriented talk could
explain how to migrate a package to systemd (though most DDs probably
don't maintain packages that need migrating, so this should not take up
too much time IMO).

Hard to say, and I am busy with my dayjob right now so cannot sit down
and come up with something for now, sorry.
In the end, you don't need to submit a full outline right now, just a
title and a short description, so you can flesh out the content till the
conference.
