Because there's a runlevel*.target.wants/ symlink (or not, if
disabled) to the generated .service; that's exactly how is-enabled
works in /etc/systemd/system or /lib/systemd/system, just that in this
case it needs to look into /run/systemd/generator.late/.

Well, it's supposed to be an implementation detail mostly :)
