The file-hierarchy(7) man page states that /bin, /sbin, /usr/sbin, and 
/lib are compatibility symlinks that point to other locations.  While 
this may be true on other systems, it isn't true on Debian, nor is it in 
conformance with the FHS[0], which is required as part of Debian Policy.

This should be corrected and the entire page should probably be audited 
for other statements that aren't accurate for Debian.

[0] Debian currently permits a separate /usr, and "/bin contains 
commands that may be used by both the system administrator and by
users, but which are required when no other filesystems are mounted."
