Yes. 
If I select from the grub menu 
Linux 3.16.0-4 amd64 (sysvinit) or (recovery mode)
the shutdown bug is happening.

In contrast, if I select an older kernel
Linux 3.14-2-amd64 default or (sysvinit) or (recovery mode)
I can shutdown properly.
