It well established that the upstream maintainers have no plans of 
supporting non-standard actions for units, hence I am closing this bug.

This one of xinetd is a debugging feature, so I believe that documenting 
the semantics of SIGUSR1 in the man page is all that is needed to 
support it in the package.
