This could be solved by creating a file like
/etc/systemd/system/tmp.mount.d/rcS-transition.conf containing an 
Options directive.

While I believe that this is a worthwhile enhancement to improve wheezy 
to jessie ugprades I do not think that the Debian systemd maintainers
will find time to work on it.
I think that we would be happy to merge a patch implementing this if 
somebody could provide it in time for jessie.
