Assuming you don't use plymouth for password prompts, which would be the
best option [1], the latest upstream version v219, as available in
experimental, applies a few tricks to suppress outout while password
prompts are running.
I therefore tentatively mark this bug as fixed for 219.
It would be great if you can test this version with your setup and
confirm it works for you.
