I can't reproduce this issue with systemd 215-14.
Could you please test this version and if you still run into this issue,
boot with "systemd.log_level=debug" on the kernel command line and
attach the output of "journalctl -alb".
It would also be helpful to know, how your file systems are setup. So
including /etc/fstab and relevant information might me a good idea.
