Package: debhelper
Version: 9.20151005
Severity: normal
File: /usr/bin/dh_installinit

Hi,

In some cases, we want a service to be started if PID1 != systemd but if
we are using systemd.

For example if a service can be socket activated or if dbus is
configured to start it if a specific device is pluged in.

In that case, the service should only be restarted on upgrade if it was
already activated.

Cheers,

Laurent Bigonville
