Hi. I just hit this bug too with systemd=226-1

Same symptom: systemd eats cpu cycles, writing "Looping too fast.
Throttling execution a little." into the journal repeatedly.

I ran out of memory, and the OOM killer visited and killed something
non-systemd related. This put systemd into this state.

"systemctl daemon-reexec" fixed it. Would some logs be useful? Which?
