I tried with NetworkManager.
This resulted in systemd-tmpfiles-setup.service and srv.mount failing
during boot (I setup /srv as NFS automount)

Interestingly, I didn't get any deadlock here. The /srv mount request
simply failed immediately when there was no network available.
Then I realized, that I had used debian-nfs:/nfs/srv in /etc/fstab
Using an IP address instead of a name, I ran into the hang as well.
The boot did continue after 90 seconds though

Given that, I'm downgrading the severity.
