I just upgraded to testing. Looks like it has exactly the same problem
:-(

With the difference on testing it won't invoke the emergency shell, it
trys but fails. Comes up with two errors, not sure which one is the
relevant one. First one says root account is locked; I unlocked the root
account, and now the problem isn't reoccuring. So will probably have to
continue looking at this later.
