You also have overridden a lot of the default udev rules files,
like e.g.
/etc/udev/rules.d/80-drivers.rules
/etc/udev/rules.d/60-persistent-storage.rules
...
and so on. systemd-delta shows that you have 10 overridden configuration
files.

Please use the default rules that are shipped in /lib/udev/rules.d
(by moving your own copies away), rebuild the initramfs and try again.
