After thinking more about it, I guess I agree with you and this sounds
like a reasonable way forward. I like that we only have to touch one
package (or two, if we retrigger insserv in initscripts.postinst), we
keep the strict dependencies under sysvinit, and under systemd we only
care for the enabled symlinks.
