That only applies to the user systemd instance, but nothing runs under it here
since my session is not managed by systemd. What I'm talking about are the
slices, the limits of which are controlled by logind.

Also, restarting logind and logout/login _did_ fix it for me even without
touching this service. The point is that this restart of logind should have
happened automatically during apt-get dist-upgrade and that logout/login
should not have been needed.
